An arrest has been made in connection with the tragic incident that occurred in D.C.'s Penn Quarter neighborhood on Saturday night. The incident involved an attempted carjacking, which resulted in the unfortunate death of a 13-year-old individual. The individual taken into custody is a 12-year-old.
According to the D.C. police, a 12-year-old resident of Southeast D.C. has been formally charged with the crime of armed carjacking.
At approximately 10 p.m. on Saturday night, law enforcement authorities received a distress call regarding a shooting incident that had occurred in the 600 block of D Street. Upon their arrival at the scene, the individuals discovered Vernard Toney Jr., a 13-year-old resident of Southeast, D.C., who had sustained gunshot wounds. After being transported to a nearby medical facility, the individual was officially declared deceased.
According to the police, their preliminary investigation indicates that an off-duty federal officer was seated in his car when Toney and another individual approached him. The two individuals allegedly demanded that the officer exit his vehicle. According to the police, an off-duty officer reported that one of the suspects was observed holding his hand in his front waistband pocket in a manner that suggested he might be concealing a handgun.
During the incident, while the off-duty officer was in the midst of exiting his vehicle, he discharged his firearm, striking Toney. Subsequently, the remaining suspect swiftly fled the scene.

According to the police, the firearm possessed by the off-duty officer is a legally owned handgun. The officer is fully cooperating with the ongoing investigation.
